I think its more of the bullied kids becoming cops and taking there vengeance out on the public.

Definitely a fallacy as I'm sure there are some outstanding law abiding cops, however those cops will never be seen on a youtube video.

The whole US Police force seems to be made up of the bullies everyone ran from in high school.
Now they have the law behind them and they are still up to their power trips.
